Welcome to the Copyright Alliance’s survey on state copyright infringement. Under existing law, state entities cannot be held liable for damages for copyright infringement. Congress is interested in gathering more information about the extent to which state entities – like state universities, school districts, museums, hospitals, and prisons – infringe the copyrights of others and has asked the U.S. Copyright Office to study the issue and report back so Congress can determine if a change in the law is warranted.

To assist the Copyright Office with the study, we are seeking input from as many creators and other copyright owners as possible. Your feedback is valuable and will help the Copyright Office and Congress determine whether the state immunity doctrine should be adjusted.
