The City of Tallahassee is required to submit a Five-Year Consolidated Plan and Annual Action Plan to the U.S. Department of Housing and Urban Development (HUD) in order to receive federal grant funds under the Community Development Block Grant (CDBG), Home Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG).  The Consolidated Plan sets the City's strategic objectives to address housing and community development needs through HUD funding and other resources. The Annual Action Plan outlines how the City will spend the funds it receives annually from HUD.
 
The City anticipates it will receive approximately $1,852,209 in CDBG funds, $876,318 in HOME funds, and $160,192 in ESG funds for Fiscal Year 2020-2021. CDBG funds may be used for public facilities and infrastructure projects, public services, affordable housing related projects, homelessness, and economic development activities. Projects must principally benefit low-and moderate-income persons. HOME funds are used to provide affordable housing opportunities to low-income households.  ESG funds are used to assist individuals and families who are homeless, or at risk of becoming homeless, regain stability in housing.
