Survey on the participation of NGOs at the Council of Europe

1. Welcome

Survey on NGOs’ perception about how and to what extent the Council of Europe (CoE) enables their participation in its Organisation and its work.

Dear NGO representative,

This survey is aimed at NGOs who have been working with the Council of Europe for at least two years.

The aim of this exercise is to draw on how NGOs working with the Council of Europe (CoE) view the space it gives them to participate in its work in order to identify any institutional and organisational constraints that may work against meaningful participation and cooperation in the ways envisaged in international standards on civil participation, such as the Council of Europe Guidelines for civil participation in political decision making.

The results of this survey will help guide us in identifying recommendations on ways to strengthen the space of NGOs within the Council of Europe.
