Every county is required to get community input while it puts together its three-year Behavioral Health Services Act (BHSA) Integrated Plan. This process of gathering feedback is called the Community Planning Process, or CPP.
These Integrated Plans were finalized on July 1 of this year. The California Commission for Behavioral Health (CBH) is an independent state agency that reviews how well the 2025-2026 BHSA Community Planning Process incorporated community voices. Your input and feedback helps CBH provide counties, state agencies, and the community with support to improve the process.
A note for County and State employees: Please be assured that this survey is not for the purpose of oversight or compliance reporting. Our goal is to gather a strength-based look at the BHSA Community Planning Process, identifying successes and common challenges during its first year of implementation. By coupling this survey with listening sessions, we aim to build resources to strengthen the BHSA Community Planning Process in the years to come.
The survey can be completed anonymously. At the end of the survey, you may optionally provide contact information if you would like to participate in follow-up discussions.
A note about personal information: Some questions ask about personal characteristics, like race, language, or housing status. We ask these so we can check whether the BHSA Community Planning Process reached a wide range of communities — you can skip any question you'd prefer not to answer.
This survey takes between 12 and 20 minutes, and not all questions require an answer. We so appreciate you taking the time to share your experiences.
