Property taxes and user fees are sources of revenue for services.  When property taxes are applied to fund services all property owners pay towards the cost of the services whether or not they use the services.  When user fees are applied to fund services persons who use the services pay toward the cost of the services.  It is not practical or desirable to apply user fees to all services, e.g. roads, library.
