City of Westover Comprehensive Plan-Action Step Prioritization

The City of Westover's Planning Commission has been developing a comprehensive plan for the past year that will direct future development and detail high priority projects. Several projects are recommended in the plan to address a variety of issues and concerns raised by residents and municipal officials throughout the planning process. However, due to limited funding and capacity, the city can only focus on a few high priority projects at a time. The City of Westover would like you to choose the top 5 action items that you feel the city should focus on first.

Apply public pressure on property owners to address property maintenance issues

Sponsor a yard and home contest to improve pride in properties. The contest could incentivize residents to clean up their property. A prize could be given to a resident with the most improved home and yard.

Continue to hold city-wide clean-up events. Expand the clean-up days to include a litter sweep. Consider coordinating volunteer groups to help with the clean-up event.

Target code enforcement and resources to identified renewal/redevelopment areas (Riverview Avenue and Dunkard Avenue)

Partner with the Metropolitan Planning Organization and Department of Transportation to implement high priority projects (Westover Triangle Improvements, Fairmont Road Sidewalk Spot Improvements, Granville-Westover Sidewalk Connection, and Holland Avenue Sidewalk Spot Improvements and Improvements to Westover Bridge)

Ensure road projects listed on the Transportation Improvement Program (TIP) are funded. Projects include Fairmont Road/Holland Avenue Improvements from I-79 to Westover Bridge and Dupont Road Improvements from River Road to Fairmont Road)

Secure funding to improve Holland Avenue

Construct the proposed I-79 Harmony Grove interchange for the Morgantown Industrial Park. Traffic to and from the new industrial businesses at Morgantown Industrial Park is estimated to be at over 100 semi-trucks a day that will travel on Dupont Road through Westover. A new interchange would alleviate the need for trucks to travel through Westover.

Partner with the MUB to collect wastewater in city limits

Work towards separation of stormwater and sewer

Improve Westover Park by adding/updating equipment and facilities (shelters, playground equipment, tennis courts, dock, paving, disc golf)

Partner with Westmon Baseball organization in upgrades at the baseball fields

Improve access to the Monongahela River

Improve Mascioli Park. Improvements could include basketball court, new playground equipment, and parking.

Partner with Morgantown Board of Parks and Recreation to hold events at Westover Park.

Develop community-oriented policing strategies and efforts. Community-oriented policing brings police and community together by working jointly to address and identify crime. Ways to involve the public include community programs, alerts, neighborhood watch meetings, press releases, and classes at the school.

Support the VFD efforts to construct a substation near I79/West Ridge

Consider hiring paid fireman for the daytime shift

Hold community events

Increase communication with residents

Develop a community gathering place

Update land use ordinances to be consistent with the comprehensive plan

Market renewal/redevelopment areas (Riverview Ave, Dunkard Ave, Fairmont Road, Holland Ave) and preferred development areas (former industrial property on Columbus Street, old elementary school on East Street/Morris, Monongahela Avenue/Tower Lane, and Solomon Rd)

Extend beautification efforts along Holland Avenue

Develop a Capital Improvements Plan
