Project Background

This community visioning survey and the community visioning session held in March 2025 are the first in a series of public consultation events in the process of creating a new Development Plan for the Thompson Planning District and new Zoning By-Laws for the City of Thompson and the L.G.D. of Mystery Lake. The new Development Plan is expected to be adopted by the end of the year, while the new Zoning By-Laws are expected to be adopted early 2026.

The new Development Plan and Zoning By-Law(s) will:
  • Help to map out the community’s long-term plans to guide future growth.
  • Ensure that the area will continue to grow as a regional service centre in northern Manitoba, with the shared goal of encouraging development that is in the best interests of The City of Thompson, the L.G.D. of Mystery Lake, our First Nations and Métis neighbours, and our local residents, industries, and businesses.
  • Provide updated policies to guide the development of new areas, different housing types (e.g. tiny homes, secondary suites), new commercial development opportunities, and increased public safety.
  • Simplify language and zones, making them easier to use for everyone.
Your feedback through this survey will be essential in crafting a new community vision and establishing long-term goals related to growth, development and change through the goals and policies in the new Thompson Development Plan.
