WHAT FUTURE FOR THE WESTERN BALKANS?
The Politics of EU Enlargement in a Brexiting EU
The lecture will be about the parameters guiding EU enlargement in “real life”; the lengthiness of WB6 transformation, the unpredictability of policy processes in the light of EU national approaches and as well as the impact of external actors’. The course will emphasize the political logic shaping EU enlargement in most influential ways, which contrasts with the allegedly technocratic process of norm approximation. The course will focus on the Berlin Process. Building on its the achievements and limitations, it will claim that regional cooperation, if framed strategically, can be seen as “game changer”-making WB6 transformation more effective, accelerating WB6 accession to the EU and even contributing to the deepening of the EU.
OBJECTIVES AND EXPECTED OUTCOMES OF THIS LECTURE
• Step back and discuss key uncertainties and challenges undermining the credibility of the enlargement policy of the EU and the WB6 accession perspectives;
• Discuss the achievements, limitations and future of the Berlin Process;
• Discuss the approaches of key Member States towards enlargement and their intersection against the backdrop of competing EU priorities;
• Think strategically about regional cooperation, solidarity and EU accession within and beyond established frameworks;
• Engage in EU discussions beyond the accession agenda with an emphasis on solidarity and against the backdrop of the resurgent “widening vs. deepening” debate in European integration matters.
The open lecture is held in English and is free of charge for anyone interested in expanding his/her knowledge on EU affairs. Simultaneous translation in Albanian and Serbian language is offered too.
