Surface Water Management (SWM, pronounced “swim”) is a division of Snohomish County’s Public Works Department. As a utility, our services are funded by a charge paid by most people in unincorporated Snohomish County. Our mission is to work in partnership with the community to protect and enhance water quality and aquatic habitat, to minimize damage from flooding and erosion, and to preserve water resources for future generations.
