Introduction

As more people across the lifespan are experiencing homelessness or other housing insecurity, the need for temporary shelter and related resources has increased. Just as each person who is unhoused, or at risk of becoming so, is unique in terms of individual circumstances, needs, and desires, so are the programs that support them. To address the need for quality, coordinated, and safe service delivery, CARF recently convened an International Standards Advisory Committee to develop new standards for Shelter Programs.

The final standards will be published in CARF’s 2025 Employment and Community Services and Child and Youth Services standards manuals.

About this Field Review

This field review includes 11 standards for a Shelter Program.

An organization seeking accreditation for a Shelter Program would also meet:
  • Business practice standards in Section 1. ASPIRE to Excellence®.
  • Applicable standards in Section 2 of the Employment and Community Services or Child and Youth Services standards manual.
