1. Design and preparation of plans, specifications, estimates for highway lighting, traffic control systems, traffic management systems, bridge and tunnel electrical systems, and electrical control systems
2. Electrical and electronic theory as applied to highway lighting, traffic control systems, traffic management systems, bridge and tunnel electrical systems, and electrical control systems
3. Principles and practices of traffic engineering as they apply to highway lighting, traffic control systems, traffic management systems, bridge and tunnel electrical systems, and electrical control systems
4. Various codes and field practices governing the design and installation of highway lighting, traffic control systems, traffic management systems, bridge and tunnel electrical systems, and electrical control systems
5. Basic occupational safety and health regulations contained in the Title 8 Industrial Relations and Electrical Safety Orders
6. Safety and health policies and procedures as contained in the Department’s Injury and Illness Prevention Program
7. Materials and construction costs for highway lighting, traffic control systems, traffic management systems, bridge and tunnel electrical systems, and electrical control systems
8. Principles and techniques of personnel management and supervision (e.g., training, hiring, turnover, succession planning) to ensure employees are managed in accordance to Caltrans Standards and Guidelines
9. Manager’s/supervisor’s role and responsibilities in regards to Caltrans’ Equal Employment Opportunity Plan objectives to ensure employees are managed in accordance with Caltrans Standards and Guidelines
10. Planning and supervising the work of others
11. Project management, contract management, and contract administration processes and techniques
12. Caltrans mission, vision, and goals
13. Codes, safety orders, regulations and field practices governing design and installation of highway lighting, traffic control systems, traffic management systems, bridge and tunnel electrical systems, and electrical control systems
14. Electrical design practices
15. Current communication technologies applied to electrical and electronic control systems
16. Methods, tools, and equipment used in electrical and electronic construction work
17. District and Division functions, policies, procedures, standards, and operations
18. Contract standards, design and construction practices, and the State Contract Act
