The Green Freight Background Paper was developed to help inform the Ministry of Transport’s (the Ministry) discussions across government and with industry on how to overcome the barriers facing the use of alternative fuels in road freight. It is acknowledged that there are a number of mechanisms to reduce GHG emissions from road freight, but this paper has focused on the area of alternative fuels as it represents a gap in current thinking.

This paper explores the challenges and opportunities of transitioning road freight to three different alternative fuel options – electricity, hydrogen and biofuels. It reflects thinking and research from domestic and international literature, and situates this in the context of the road freight industry in New Zealand, and New Zealand’s wider approach to GHG emissions reduction.
