Thank you for your interest in submitting an idea for a contract proposal. Read below for some commonly asked questions.


Should I submit multiple copies of the same proposal?
Each proposal received is reviewed and discussed by the bargaining team. Identical proposals are consolidated prior to this discussion, so you do not need to submit more than one of the same proposal.

How are proposals reviewed by bargaining teams?
All proposals are carefully reviewed by your elected bargaining team and each one is voted on for support, non-support, and/or a referral. Those that are supported become part of the initial proposal made by our Union. Below is a brief explanation of the types of referrals the team may make:

Supplemental – A proposal that is non-compensation and agency-specific may be referred to supplemental bargaining (General Government only).

Illegal/Referred for Legislation – A proposal that cannot legally be bargained may not be supported. The team may also refer that same proposal to our legislative committee for further research/action.

Referred for UMCC – A proposal regarding an important issue needing discussed, but not necessarily something we can bargain over, may be referred to be addressed at the appropriate Union-Management Communication meeting.

Referred for Enforcement – A proposal for language that is already addressed in the contract may be referred for enforcement - support to help the author enforce the rights they already have under the contract.

This form will be used by the Bargaining Teams for the purpose of developing initial proposals – it is for internal WFSE use only and will not be submitted to the employer.
