* 2. The focus for the interim plan is the long-term use of the 7 Mile Landfill and Recycling Centre. This facility is the cornerstone of the RDMW’s waste management system – providing a regional landfill, a consolidation point for take-back programs (for electronics, paint, appliances, etc.), a recycling processing facility, and a composting facility for wood waste, yard waste and biosolids. In other words, it plays a critical role in the region’s waste diversion system as well as being a disposal facility. Additional land located adjacent to the landfill needs to be acquired from the Province in order for all of the above activities to continue. Once this land is acquired, the RDMW will be able to prepare a long-term plan for solid waste management in the region which will look at how we can expand recycling and composting activities.
Please indicate your level of support for the expansion of 7 Mile Landfill and Recycling Centre. The expansion will ensure that the Centre can continue to provide recycling, composting and disposal options for the regional district.

* 3. Our current system for managing solid waste is working well, so all facilities and programs will continue. However, some new programs are proposed, as are some improvements to existing services. Please indicate your level of support for the following new activities aimed to reduce the amount of waste we landfill

Implement campaign to encourage a waste minimization mindset, e.g. food waste avoidance, using refillable water bottles, etc.

Develop a food waste diversion strategy in association with municipalities and First Nations
Increase education and outreach on available recycling services
Encourage more recycling of materials like metal and wood by making them a "controlled waste" at RDMW solid waste facilities. (If controlled materials are found in a commercial load of garbage, there is a financial penalty. Cardboard is currently a controlled waste and consequently, very little is found in the garbage.)

* 4. This plan is an Interim Plan, intended to be implemented over the next 3 years. Once the long-term use of 7 Mile Landfill and Recycling Centre is confirmed, the RDMW will be able to prepare a long-term plan for solid waste management in the region which will look at how we can expand recycling and composting activities over the next decade. In preparation a 10-year plan, in the next 3 years, the RDMW proposes to collaborate with interested municipalities First Nations to prepare three future-defining strategies:

1. A Food Waste Diversion Strategy in consultation with municipalities and First Nations to explore how we could reduce the amount of food landfilled

2. A Collection Strategy that looks at the collection of garbage, recycling and food scraps from residents and businesses

3. A Cost Recovery and Fairness Strategy to define the best way to pay for the local and regional solid waste services provided by local governments.
