Introduction

This survey is being conducted as part of a MSc in Compliance Thesis via the Institute of Banking and the Compliance Institute. 

The Central Bank (Individual Accountability Framework) Act 2023 (IAF) signed into law on 9th March 2023 is presently the subject of a Central Bank of Ireland consultation process.

Responding to the conclusions of Central Bank review of Culture in the Retail Banking Sector (2018), the proposed changes include a requirement that decisions and behaviour within organisations take consideration relevant internal / external expert views and the anticipated “outcome”.

This survey explores the perceptions of those working within the Financial Services Industry in Ireland concerning the IAF. More specifically, how will the IAF:

- change the relationship between the business and risk and compliance functions;
- affect the extent to which risk and compliance influence decisions and behaviour; and
- affect the internal profile of risk and compliance functions.

The survey should take less than 5 minutes to complete - please complete both sections, about you and your organisation, and about the IAF.
