Baseline assessment: WHO Global Plan of Action on health systems response to violence against women
In May 2016, the World Health Assembly endorsed the Global Plan of Action to strengthen the role of the health systems, within a national multi-sectoral response to address interpersonal violence, in particular against women and girls and against children. In September 2016, a Strategy on women's health and well-being in the WHO European Region and an Action for sexual and reproductive health in Europe, endorsed the Global Action Plan and made it operational in the European context.
In order to help countries track the implementation of the violence against women and girls component of the Global Plan of Action, WHO is commissioning a baseline assessment. This survey aims to gather baseline data on the indicators in the Global Plan of Action. It also gathers additional information to allow for an in-depth analysis of how health policies and protocols of countries are addressing violence against women. Additionally, we are asking that you provide a few key documents that will help us compile information for some of the indicators.
This brief questionnaire should be filled out by the person responsible (i.e. focal person) for violence against women in the Ministry of Health or other responsible ministry. You may need to consult others in order to identify some of the information being requested or obtain the documents that are being requested. Data will be reported to the World Health Assembly on progress made in implementing the Global Plan of Action. There are two modules to this survey (Part A and Part B), which will take approximately 20 minutes to complete. If you need to return to complete the survey at another time, you can exit and return later. However, you must use the same electronic device in order for the information you have filled out to be saved. We greatly appreciate your assistance in helping us get an accurate baseline.

What is violence against women?
The United Nations defines violence against women as "any act of gender-based violence that results in, or is likely to result in, physical, sexual or mental harm or suffering to women, including threats of such acts, coercion or arbitrary deprivation of liberty, whether occurring in public or in private life."
