This survey will investigate the issues and opportunities for an Apollo Bay Recreation Reserve masterplan and seek further feedback on a revised concept plan for the Reserve campground. 
 
Your information will shape the development of a draft masterplan, which is expected to be presented to the community in early December 2022 for further feedback.
 
BACKGROUND

The Apollo Bay Recreation Reserve (the Reserve) is located just outside of central Apollo Bay, beside the football oval and alongside the Barham River.
 
The Reserve is home to the Apollo Bay Football Netball Club, Apollo Bay Cricket Club, Apollo Bay Tennis Club, the annual Apollo Bay & Otway District Agricultural Show. The Reserve also includes the Pony Club area, on the other side of the Great Ocean Road.
 
There are a variety of camping options and a small number of basic ensuite cabins onsite. The caravan park offers 35 powered sites, 210 unpowered sites, 5 basic cabins with ensuite, 3 amenity blocks, approx. 50 sites for long-term/twelve-month camping permits, as well as laundries, free barbecues, tennis courts, an oval, and the Reserve is dog-friendly. The camping, sporting and community facilities at the Reserve require upgrades to align with current day expectations, requirements and standards of the many communities that utilise the space.
 
The Apollo Bay Recreation Reserve masterplan will develop a strategic approach to the delivery of upgrades at the Reserve. The masterplan process will occur in stages and will involve extensive community engagement.
 
Masterplan process:
  1. Issues and opportunities identification through community engagement: May – June 2022
  2. Draft masterplan prepared, including a list of priorities for implementation: July – November 2022
  3. Draft masterplan released for community feedback: December 2022
  4. Final masterplan adopted: Early 2023
The masterplan will establish a shared vision for the entire Reserve area (Recreation Reserve and Pony Club land) to guide and manage change, while conserving and enhancing the natural, social, cultural, coastal, tourism and local community values of the Reserve.
 
The masterplan process will create clear parameters for the creation of practical actions, ideas and solutions that consider constraints and provide guidance for capital budgets (including grant applications) into the future. A degree of flexibility will be built into the masterplan to ensure that places and functions can adapt to circumstances over time.
 
The Apollo Bay Recreation Reserve masterplan will:
  • Serve as a guide for the Great Ocean Road Coast and Parks Authority to make appropriate improvements to the Reserve, working within the constraints of the area
  • Formulate short, medium and long-term actions to improve the amenity and use of the Reserve
  • Foster ongoing community involvement in active and passive sport and recreation at the Reserve
  • Ensure future development of sporting infrastructure aligns with state and national sporting facility development guidelines and requirements
  • Consider the distribution of physical and social infrastructure and restrict haphazard and unplanned growth  
  • Foster good governance and promote sustainable development
  • Ensure outcomes meet present requirements without compromising future generations' needs.
