Below are the updated resilience actions based on community input heard during the June 2025 community outreach/engagement.
Resilience Action #1. Restructure the City’s emergency preparedness procedures with a focus towards populations most at risk/in need (i.e., seniors/Veterans/Food Pantry patrons/Environmental Justice neighborhoods):
  • Consider the identification of smaller scale, neighborhood hubs/shelters as short term alternative options residents can walk to through conducting a mapping exercise.
  • Include multicultural/multilingual resource staff on site to assist residents.
  • Develop a Community Resource pamphlet of resources/services available to residents in times of need.
  • Train City personnel in Diversity, Equity, and Inclusion/Sensitivity training.
  • Secure a generator for the Council on Aging to expand their capacity for sheltering.


Resilience Action #2. Flood-proof and upgrade sewer pump stations so there are no interruptions in services or the potential for contamination incidents, including:
  • Russell Street
  • Pine Street
  • Cobbs Avenue
  • Walnut Street
  • Northfield Road
  • Dobbs Road
  • Sylvan Street


Resilience Action #3. Evaluate all city-owned buildings used for long- and short-term sheltering to make sure they can withstand various hazard events (including if new, smaller-scale neighborhood hubs will be identified.
  • This will ensure that residents have immediate access to/familiarity with facilities they may need to take refuge during significant weather events.


Resilience Action #4. Work with food pantries in Peabody and adjacent communities to improve residents’ access to local food programs, with a focus towards populations most at risk/in need (i.e., seniors/Veterans/Food Pantry patrons/Environmental Justice neighborhoods):
  • Identify/provide native food offerings that are familiar to/desired by residents through a survey of pantry users.
  • Revisit food pantry visits/shopping limits based on income and family size, etc.
  • Work with Salem on resource-sharing.
  • Plan with local food pantries to offer a mobile food market during emergencies/significant weather events.
  • Identify/provide a range of food offerings that are better suited to residents’ medical needs (sugar-free options, etc.)
  • Work with the School District/local food pantries for increased access to food by families.
Resilience Action #5. Identify transportation improvements targeted at mobility, parking, and available services for populations most at risk/in need within the vicinity of public/private housing facilities and Environmental Justice neighborhoods:
  • Identify ‘frequent/daily paths of travel’ by residents on foot to ensure access routes are prioritized for snow removal/clearing during weather events.
  • Revisit parking regulations at public/private housing facilities to allow for more parking by medical personnel for home visits.
  • Work with local agencies to expand transportation services available to residents.


Resilience Action #6. Improve information distribution, especially for populations most at risk/in need (i.e., seniors/Veterans/Food Pantry patrons/Environmental Justice neighborhoods):
  • Consider establishing precedent for Mayor to distribute news/information as a trusted community official.
  • Consider the identification of smaller scale, neighborhood hubs/shelters as short term alternative options residents can walk to through conducting a mapping exercise.
  • Include multicultural/multilingual resource staff on site to assist residents.
  • Develop a Community Resource pamphlet of resources/services available to residents in times of need.


Resilience Action #7. Ensure the appropriate housing initiatives/regulations are in place to support populations most at risk/in need (i.e., seniors/Veterans/Food Pantry patrons/Environmental Justice neighborhoods):
  • Ensuring residents have what they need to get through periodic hazard events (protection from flooding/AC units/etc.).
  • Develop/Enforce rental policies for rooming housing (number of residents/unit cap) with enforcement approaches (consideration of fines for landlords/owners).
  • Develop/Enforce policies for temperature controls in congregate care/housing scenarios.
