Background
 
Across the State of Illinois, communities are developing plans to implement College and Career Pathway Endorsements, a cornerstone of the Postsecondary & Workforce Readiness Act (PWR Act), enacted in 2016. This Endorsement provides a mechanism for school districts to validate the hard work that students do to prepare for what comes after high school, anchored in course sequences and work-based learning that supports a student’s career ideas and goals.The Endorsement system is voluntary for school districts, but the Illinois State Board of Education has made a powerful move to elevate this Endorsement by incorporating it into its Every Student Succeeds Act (ESSA) College and Career Readiness Indicator, as a way for substantially meeting all of the Indicators requirements.
 
Bridging Industry-Education Divides through Competency Statements 
 
Competencies, or the statements that indicate what students need to know and be able to do, can help to form a coherent common language that bridges the structural differences between educational institutions and employers. Since June, 2018 public-private Steering Committees of industry experts across Arts and Communications and Education sectors have reviewed national research and data from Illinois Human Resources professionals to draft core Technical and Essential Employability competency statements that will be relevant for students graduating with a College and Career Pathways Endorsement.  The first phase of this process was completed in 2017-2018 and covered the endorsement areas of Advanced Manufacturing and Engineering, Finance and Business Services, Health Sciences, and Information Technology.
