* 12. Currently there are restrictions on industry being able to adjust how the levy is divided across areas. No changes can be made without undertaking considerable review and consultation processes.

Question: Should a form of flexibility exist to enable industry to temporarily move levy funding between investment areas?

* 13. The levy was last reviewed in full in 2006. It is generally agreed that a review should be undertaken on a more regular basis for the levy to best deliver maximum benefits to industry.

* 14. Currently, industry representation is not directly funded through the levy. The Committee is not proposing that levy funds be used for agri-political activities. Rather, it is considering whether the industry representation work that is necessary to plan, manage, deliver and adopt industry programs are adequately resourced.

As the grassfed cattle industry has evolved, these responsibilities have become increasingly complex, technical and time-intensive. This raises the practical question of whether a model that relies mostly on voluntary contributions is sustainable over the long term, and if that model allows the industry to get the full benefit from levy-funded investments.
