If the program has met the Phase B (QRIS Self-Assessment) requirements, the coach will conduct an ERS observation in 1 classroom in each age group. Estimate: 3 hrs. per classroom incl. debrief w/director

Purpose:
To determine if the program can earn the scores needed for the ERS assessments at Level 3 or higher in the QRIS. If the director is not familiar with the ERS tools, at least one observation in each age classroom should be conducted jointly by the coach and the director.

Based on these observations, if the coach and the director do not feel that the program can achieve the ERS scores required for a Level 3 rating or higher by June 2015, the coach may support the director in completing a Quality Improvement Plan to meet the requirements for a Level 2 rating and the program may apply for a higher rating in a later phase of the QRIS roll-out.
If requirements for both Phases B and C (above) can be met, the following additional steps should be completed:

  1. The coach interviews the lead teachers or teaching teams using the questions listed on p.4 to determine support needed for making changes at the classroom level. Estimate: 0.5 hr. per lead teacher or team
  2. The coach and director review all the findings from these assessments and develop a Quality Improvement Plan based on targeted standards that will enable the program to earn a Level 3 rating or higher by June 30, including completion of the Level 2 courses. The coach and director should discuss any anticipated challenges in achieving the Plan. The Plan should reflect a realistic estimate of how much coaching time and program staff time can be devoted to implementing the Plan. The program will enter the official QIP in the online template on the application website. It is recommended that the coach and director create a more detailed paper document that includes a timeline and who is responsible for implementing activities to achieve each goal. Estimate: 2 hrs. + 0.5 hr. per classroom if ERS scores need to be higher and/or workforce qualifications need to be increased.
