Introduction

The Licensing Act 2003 regulates the provision of sale of alcohol, provision of regulated entertainment and provision of late night refreshment in England and Wales. The Act makes local authorities responsible for licensing premises that are used for these activities within their area. It also requires each local authority to adopt and publish a Licensing Policy at least every five years. The purpose of the Policy is to set out the principles the local authority will apply when carrying out its role under the Act.

The Licensing Policy was last reviewed in January 2020 and is therefore due to be reviewed, with the new Policy coming into force in January 2025. We are currently consulting on the revised Licensing Policy, which takes into account any changes in guidance and best practice. The Cumulative Impact Zone section of the Policy has also been updated.

We want to give everyone the opportunity to have their say on the proposed Policy before a decision is made. All feedback received will be taken into consideration by the Licensing Committee when they meet in November 2024 and decide what recommendations they will make to the council.

At the end of the consultation any comments will be considered before the policy can take effect. The proposed statement of principles will be put before the Licensing and General Purposes Committee for recommendation.
