NEMSQA F.A.I.R. Call for Measure Concepts |
Introduction
The National EMS Quality Alliance (NEMSQA), in collaboration with Florida Department of Health Division of Emergency Preparedness and Community Support invites members of the EMS Community and the public to submit concepts for consideration in the Feasible, Actionable, Impactful, Relevant (F.A.I.R.) EMS Measurement Project. This project, funded by the Health Resources and Services Administration (HRSA), an agency of the U.S. Department of Health and Human Services, intends to develop rural-relevant quality measures to be used in the Emergency Medical Services (EMS) Community. The goal of the F.A.I.R. EMS Measurement Project is not only to improve access to quality of care in Florida’s rural areas but also to develop a national model that can be followed by other states.
NEMSQA will be providing measure development services for this project. As part of the measure development consultation services, NEMSQA is facilitating this national call for measure concepts and will be facilitating national public comment periods, later in the measure development process.

Measure concepts submitted for consideration should focus on the most important clinical topics for patients treated in the EMS Community and those with the most room for improvement. In order to be considered for inclusion in this measure development project, measure concepts should meet the following criteria:
- Feasible: it should be possible for improvements to be made to processes/outcomes and data to be collected electronically, using commonly documented elements.
- Actionable: concepts should include actions that EMS providers can improve, leading to change in processes and patient outcomes.
- Impactful: concepts should be impactful, focusing on process improvements that will lead to improvements in patient outcomes or focusing on improving patient care.
- Relevant: concepts should be relevant and meaningful to patients and providers in the EMS Community.
Quality measure development is essential for EMS agencies to have the ability to measure local quality improvement activities and for the improvement of patient care outcomes. Building quality measures for the EMS Community will allow agencies to collect and analyze data to determine their practice needs.
