This survey aims at assessing the current provision of Harm Reduction services specifically for people who are or were in the past in a situation of homelessness. The target group of the survey are homeless services in Europe.

The survey sets Harm Reduction (HR) and in particular non-abstinence based service provision as a standard, given the extensive evidence according to which HR is more effective with people who experience(d) homelessness and high and complex needs than abstinence-based or detoxification services. HR is based on the idea that ending problematic drug and alcohol use can be a complex process and that services requiring abstinence, or detoxification, do not work well for many people who experience(d) homelessness.
