The purpose of the Woodburn Transit Development Plan (TDP) is to consider existing transit services in the Woodburn area and develop a plan that will guide Woodburn transit service over the next five to ten years. For more information on the project, please visit https://www.woodburn-or.gov/tdp
Transit in Woodburn Today

Woodburn Transit System has two fixed routes that run seven days a week.

  • The "Express Route" (shown in blue) serves most major destinations except the Outlet Mall and runs every 30 minutes. Each trip runs in the opposite direction along the loop (clockwise and then counterclockwise). 
  • The "Fixed Route" (shown in orange) serves essentially the same destinations in addition to the Outlet Mall and West Woodburn. It runs every hour. 
In addition to the two fixed routes, there is dial-a-ride service provided throughout the city for seniors and people with disabilities.

The Woodburn TDP has evaluated existing transit ridership, local market conditions, and regional travel patterns. The project team has also gathered feedback from the community through a community survey, a survey of existing transit riders, public meetings, and ongoing discussions with stakeholders. Using feedback we have received so far, the following four service scenarios have been developed:


Scenario 1 – This scenario maintains transit service similar to today's two routes, but with changes to better serve areas of new housing and employment development.

Scenario 2 – This scenario focuses on generating more use of transit by keeping two fixed routes, but with changes to add more bus service to key destinations.

Scenario 3 – This scenario keeps one fixed route, but it introduces a flexible route that can travel a certain distance off the scheduled route to pick up or drop off people at their homes and destinations.

Scenario 4 – This scenario features one regular fixed route, and it adds "microtransit" service citywide that offers same-day, on-demand service.

We now need your input!

The purpose of this survey is to collect your feedback on the four conceptual scenarios and to then use that feedback to develop a preferred scenario and service plan. The preferred service plan will likely contain a combination of recommendations from each of the scenarios rather than any one scenario in its entirety.
