Thank you for taking the time to complete this short survey on priorities you would like to see raised in Family Carers Ireland’s Pre-budget Submission 2022. Please only complete if you are currently a family carer or have cared up to recently (3 years). 

When completing the survey we ask you to keep in mind a number of important points:
 
  • The Pre-Budget Submission gives Family Carers Ireland the opportunity to raise issues that can be addressed through Government's annual Budget process. A number of important issues, such as the Statutory Homecare Scheme* and pension entitlements for family carers, are prioritised by Family Carers Ireland however are addressed outside of the Budget process;
  • Issues that can be addressed through the Budget process include but are not limited to: access to homecare; respite; access to therapies for children with a disability, reforming the means test for Carer's Allowance; reforming tax credits/reliefs for carers; transport; access to GP Visit Card for carers in receipt of the Carer Support Grant.   • Budget 2022 will be announced in October 2021 so current issues relating to the COVID Vaccination Programme or children’s return to school should be less relevant at that time. Nonetheless, Family Carers Ireland will continue to lobby Government to ensure that contingency planning for COVID-19 takes the needs of carers and their families into account;
  • Family Carers Ireland will continue to lobby for the reform of the means test so more family carers qualify for Carer's Allowance;
  • All responses will remain anonymous and confidential and will only be used for the purposes of informing our Pre-Budget Submission. Please do not write your name anywhere on the survey;

* 4. Are there any inconsistencies in how family carers are treated in Government schemes that could be addressed in Budget 2022?

An example of an inconsistency in a Government Scheme is that very ill children who are long stay patients in hospital are not eligible for Domiciliary Care Allowance as they do not ‘live at home’. Because of this their parent(s) is unable to apply for Carer's Allowance.
