The State of Florida asserts that every payment from the State Treasury represents a legal obligation of the State, based on actual incurred events and circumstances. In fulfilling these obligations, the State complies with applicable laws and maintains a system of internal activities—including documentation, authorizations, segregation of duties, financial reporting, and monitoring—that provides reasonable assurance that management achieves its objectives. Management further asserts that there is no fraud, error, or irregularity impacting financial reporting.

The Florida PALM Accounts Payable Module is designed to fully interact with other state systems and processes to produce payments that satisfy these obligations. Because these systems act as payment drivers, each must be individually evaluated for internal control weaknesses.

These Agency Accountability Survey Tools introduces a self‑evaluation diagnostic tool created to help agencies assess their internal controls. The tool is based on four primary drivers of payments:

  • Agency staff entering payments manually in Florida PALM
  • Agency Business Systems sending batch files to Florida PALM
  • External Business Systems transferring batch files to Florida PALM
  • Agency spreadsheet uploads
The diagnostic tool focuses on internal business systems, external business systems, and spreadsheet uploads. Your participation in this survey will help identify strengths and potential areas for improvement in payment processing and internal control practices.
