* 2. Use of Funds (ESEA section 4203(a)(2)): Describe how the SEA will use funds received under the 21st Century Community Learning Centers program, including funds reserved for State-level activities.


NMPED proposes the distribution of Title IV, Part B funds as follows*:
  • No less than ninety-three percent (93%) allocated to sub-grantee awards
  • Two percent (2%) allocated for state administration, and
  • Five percent (5%) allocated for state activities

* 3. Awarding Subgrants (ESEA section 4203(a)(4)): Describe the procedures and criteria of how the SEA will use for reviewing applications and awarding 21st Century Community Learning Centers funds to eligible entities on a competitive basis, which shall include procedures and criteria that take into consideration the likelihood that a proposed community learning center will help participating students meet the challenging State academic standards and any local academic standards.

NMPED proposes to utilizes the following procedures and criteria to review 21st Century Community Learning Centers on competitive basis:
  • Every five (5) years, NMPED create a Request for Proposal (RPF) in accordance with NM’s Procurement Code of Regulation to solicit proposals through a competitive, open and transparent process
  • Eligible entities must describe the activities to be funded, measures of effectiveness, and provide related program assurances
  • The State provides public notice of at least ten (10) days in advance of the RFP and conducts a Pre-Proposal Conference
  • The State assembles an evaluation committee to review and evaluate all proposals
  • Contracts are awarded to entities whose proposals are most advantageous to the State and NMPED that are aligned with the State’s priorities, these include*:
    • Comprehensive Support and Improvement (CSI) activities and Targeted Support and Improvement (TSI) activities; or
    • Schools that enroll students who may be at risk for academic failure, dropping out of school, among others.
NMPED issues eligible entities a contract to provide the 21st Century Community Learning Center program. Funds may be used to carry out a broad array of activities that advance student academic achievement and student success which includes and not limited to*:
  • Academic enrichment learning programs, mentoring, remediation and tutoring
  • Well-rounded education activities including credit recovery
  • Literacy, financial literacy and environmental literacy programs
  • Services for students with disabilities
