In recent years, the state created new financial tools for counties to form regional partnerships to upgrade county jail facilities, and improve mental health, addiction treatment and general health care. Given the increasing complexity and cost of these services, do you believe counties should use these new tools to form regional jails to facilitate treatment and reduce costs?
