Introduction and Overview 
The Center on Inclusive Technology & Education Systems (CITES) aims to empower school districts to build and maintain technology systems that include every student, particularly children and youth with disabilities who require assistive technology and accessible materials. The CITES Framework is a helpful guide that encourages positive change within a district. The framework can be integrated with technology and instructional efforts already in place, bringing together experts and coaches at various levels to assist local teams in making and maintaining inclusive technology systems.The CITES Framework fosters the intentional collaboration between educational technology, assistive technology, and information technology systems in states and districts. Such systems will not only benefit students with disabilities, but will benefit all students, their families, and the system itself. 
 
Nominate a State 
The CITES Framework was developed between 2018-2023 with support from the U.S. Office of Special Education Programs. The development process included knowledge development with select districts, a literature review, and a landscape scan. The Framework is aligned with the National Educational Technology Plan (NETP) and is built on evidence-based practices that can support and sustain an inclusive technology ecosystem to create equitable and accessible learning opportunities for all students. Now that we have the Framework in place we need your help to test it. CITES is looking for State Education Agencies (SEAs) to help us connect with and support local education agencies (LEAs) to implement the CITES Framework and create inclusive technology systems. The CITES team will connect directly with each nominee to ensure readiness. Here is a snapshot of the process:
  1. Nominate yourself and/or a state using this form.
  2. The CITES team will contact the nominee for an information gathering meeting and to share more about this opportunity.
  3. If at that point the nominee is interested in moving forward CITES will guide you through an application process.
This is a collaborative process intended to gather and share information. Completing this form is non-commital.
