The Comprehensive Economic Development Strategy (CEDS) is a locally based, regionally driven economic development planning process and document that creates the space for our region to identify its strengths and weaknesses and generate strategies to better the Panhandle as a whole and within each of our communities. The CEDS is required to designate an Economic Development District (EDD) and follows a five-year update timeline, however, the U.S. Economic Development Administration (EDA) has chosen to require all eight districts complete an update in 2021 to mitigate the various update schedules across Nebraska. With an EDD designation and up-to-date CEDS, districts have access to the EDA and other federal partners to receive infrastructure and technical assistance grants.

The Panhandle Area Development District (PADD) CEDS strategizes for the 11 Panhandle counties: Banner, Box Butte, Cheyenne, Dawes, Deuel, Garden, Kimball, Morrill, Scotts Bluff, Sheridan and Sioux and all communities within. For data analyses, counties such as Grant County, NE and Goshen County, WY may be referenced.
