Course Title:  NYC DEP Capital Maintenance Engineering Projects - 1 PDH

Speaker: Joseph Olewnicki, P.E., Chief of the Division of Capital Maintenance, NYC Environmental Protection.

Overview of the NYC Department of Environmental Protection (DEP) – In this presentation, Mr. Olewnicki will outline what the DEP does, in particular what the Bureau of Wastewater Treatment does, and will discuss several capital and maintenance projects.

Joseph Olewnicki, P.E., manages the Division of Capital Maintenance for the Bureau of Wastewater Treatment at DEP. The Bureau of Wastewater handles and treats all sewage for the 5 boroughs of NYC as well as Operates and Maintains 14 Sewage Treatment Plants, 6 Sludge Dewatering Facilities, 3 CSO Facilities, 2 Aeration Facilities, 98 Pumping Stations, 500+ Outfalls and 138 miles of sewage interceptors.  The engineering program run by this Division is responsible for capital projects that maintain wastewater handling and treatment systems and include both planned upgrades and emergency response.

Course Title: The New Rochelle Wastewater Treatment Plant Improvement Project. - 1 PDH

Speaker:  Frederick Kincheloe, P.E., Vice President, and Timothy Cheatham, P.E., Savin Engineers, P.C.


The 2015 improvement project of the New Rochelle Advanced Wastewater Treatment Plant was the largest Public Works project ever undertaken in Westchester County, with a construction cost of $235 M. The plant serves a population of 65,000 residents of the City of New Rochelle, the Town of Mamaroneck, the Village of Larchmont and the Village of Pelham Manor. The project has been a success delivering excellent nitrogen removals, on time and within budget. The BAF process has exceeded performance expectations and has reduced the Total Nitrogen discharge from the plant from approximately 2,000 lbs./day in 2014 to approximately 200 lbs./day in 2015. The plant has been in compliance with NYSDEC nitrogen discharge limits since January 31, 2015.

The improvements to the New Rochelle Wastewater Treatment Plant were designed to address the State's permit conditions, required modification of the existing facilities as well as the construction of several new facilities. Among the new facilities, the improvements included: New nitrogen removal facilities, New ultraviolet light (UV) disinfection system, Expanded secondary treatment tank capacity and additional sludge thickening capacity.
