About the Project

The State of Hawaiʻi began the Liliha Civic Center - Iwilei Infrastructure Master Plan project in the Summer of 2020. This project is a partnership between the Hawaiʻi Housing Finance & Development Corporation and the Department of Accounting and General Services. The project seeks to provide space for State programs, develop affordable housing, support the Iwilei community, and provide and support walkable Transit-Oriented Development communities in the Iwilei area.

The Liliha Civic Center - Iwilei Infrastructure Master Plan project has three main components:
  1. Liliha Civic Center Development Program and Master Plan
  2. Iwilei Area Infrastructure Improvement Master Plan
  3. Environmental Impact Statement (EIS) / Chapter 343 Hawaiʻi Revised Statues (HRS-343) Compliance Documentation
The following survey was run as a series of polls during the Community Kick Off Meeting that took place on October 28, 2020 and the Second Community Meeting held on May 12, 2021. The survey primarily focuses on gathering community input on potential, future development(s) located at the Liliha Civic Center project site. Responses from this survey will help to inform the Liliha Civic Center Development Program and Master Plan.
