The City of Tustin is in the process of updating the Housing Element of the General Plan. The Housing Element establishes policies and programs to address Tustin’s existing and projected housing needs. The intent of the survey is to help City staff better understand the community’s housing needs and priorities. Please complete the following survey to provide us with your input. There is a limit of one survey per household or stakeholder agency. The survey should only take about 5-6 minutes to complete. 

Surveys are also available in Spanish upon request. Please email Tustin’s Planning Department at housingelement@tustinca.org to request a survey in Spanish.

Helpful Definitions:

Affordable Housing is defined as housing on which the occupant is paying no more than 30 percent of gross income for housing costs, including utilities (U.S. Department of Housing and Urban Development).

Overcrowding is defined as a unit that is occupied by 1.01 persons or more per room (excluding bathrooms and kitchens). Units with more than 1.5 persons per room are considered severely overcrowded (CA Department of Housing and Community Development).

Displacement is defined as the out-migration of certain groups of individuals or households (often low-income) from neighborhoods as a result of rising housing costs and neighborhood conditions associated with new investments in those neighborhoods (Housing and Community Development (HUD) Handbook 1378).
