Equity & Anti-Racist Stance:
COSA is a coalition of K-12 education leaders committed to equity and the success of every Oregon student and staff member. To that end, we will develop and support K-12 leaders with a commitment to the following:
  • Race is central to our equity work. It is our belief and experience that going deep and staying focused on race supports each of us in building our will, skill, and courage to see and interrupt systemic barriers in our schools and districts not only around race, but all forms of inequities and oppression.
  • Transforming our systems and institutions by crafting, and implementing, anti-racist policies, budgets, programs, and practices that translates into resource allocation, education rigor, and opportunities for students and staff who are members of historically marginalized groups.
  • Supporting districts and ESDs to recruit, hire, support, develop, promote, and retain staff (classified, certified, and administrative) who reflect the diversity of the students in our state.
  • Cultivating the unique gifts, talents, and interests of every Oregon student so that success and failure are no longer predicted nor predetermined by race, ethnicity, culture, family economics, mobility, language, gender, gender identity, sexual orientation, disability, or initial proficiencies.

This year’s conference will be presented with the following guidelines:
  • The conference participants will be attending in-person. All presenters will need to be available to present in-person in Seaside. Please ensure your availability to attend in-person prior to submitting an RFP.  
  • Wearing a mask is optional. Please know that our top priority is your health.

The theme of the 2023 COSA Seaside Conference is Inspiration Through Collaboration: Celebrating our Journey Forward.  We are seeking RFP submissions in the following areas. Preference will be given to proposals that include activities/training's/and results that improve student opportunities and achievement regarding the following topics:
  • Culturally Responsive Practices - Proposals related to new and innovative policies or efforts which would apply an equity lens to the changing structures of education, especially in terms of the below topics. 
  • Social-Emotional Well-Being – Proposals related to new endeavors to meet the social, emotional, mental and physical health needs of Oregon students and families, including but not limited to policies which would encourage healthcare organizations, CCOs, county health programs and health focused nonprofits to partner with school districts 
  • Education Workforce Development – Proposals related to statewide efforts to: 1) expand and diversify the current K-12 workforce through incentives, licensure opportunities and universal mentoring, and 2) create incentive strategies for new and second-career employees, potentially including grow-your-own programs, and scholarship or debt-forgiveness programs. 
  • Assessment - Best practices in assessment to inform instruction. 
  • Well Rounded, Student Centered Outcomes - Proposals related to individualized and well rounded education programs, courses, and strategies which are inherently student centered. 
  • Inclusive Practices - Proposals related to authentic engagement in classrooms where diversity is truly valued. Best Practices - What strategies will best serve students, parents, and staff as we move forward this next school year.

If the presenter wishes to attend the other day, they must pay an  adjusted rate of $165.00. All other presenters/panelists for the session must register and pay regular registration for the conference- $325.00.

Thank you for submitting your proposal for the 49th Annual COSA Seaside Conference. We are extremely excited for this year's conference. 

Shortly after the submission deadline, we will begin the review process of all proposals. The timeline for RFP approval is as follows:
  • April 10, 2023 - RFP submission due 
  • April 21, 2023 - RFP approval (via email)
