The City of Detroit Housing and Revitalization Department (HRD) is in the process of preparing the FY 2020-2024 Consolidated Plan and the 2020-2021 Annual Action Plan.

The FY 2020-2024 Consolidated Plan determines how the City of Detroit will allocate the Federal funds awarded by the U.S. Department of Housing and Urban Development (HUD) for the next five years. For the City of Detroit, this includes the Community Development Block Grant (CDBG) Program, the Home Investment Partnership (HOME) Program, the Emergency Solutions Grant (ESG) Program, and the Housing Opportunities for Persons with AIDS (HOPWA) Program.  The Consolidated Plan (1) identifies housing needs and community development needs; (2) analyzes market conditions and resources; (3) sets priorities and adopts strategies; (4) establishes goals and allocates resources. The first year 2020-2021 Annual Action Plan describes how the City of Detroit will allocate grant resources awarded.

In addition, the City is planning to renew its designation of Neighborhood Revitalization Strategy Areas (NRSAs) that were designated under the previous Consolidated Plan. The City of Detroit must submit these documents to HUD and requires your input and participation in determining how best to use these resources.
