Transitional Kindergarten School District Survey |

The following questions are intended to gather information from California public school districts about their plans for implementing Senate Bill 1381, The Kindergarten Readiness Act of 2010 (see summary below). The information will be compiled by the School Readiness Subcommittee of the County Superintendents' Curriculum and Instruction Steering Committee. It will be used by county offices of education to provide assistance, as appropriate, to districts and schools.
Senate Bill 1381, Simitian, The Kindergarten Readiness Act (Education Code Section 48000-02) was signed into law in September 2010 by Governor Arnold Schwarzenegger.
SB 1381 changes the age for entrance into kindergarten. Children must be five years of age by:
• December 2 of the 2011-12 school year.
• November 1 of the 2012-13 school year.
• October 1 of the 2013-14 school year.
• September 1 of the 2014-15 school year and each year thereafter.
A child whose admission age changes is entitled to enroll in transitional kindergarten, defined as the first year of a two-year kindergarten program for a child who has his or her fifth birthday between:
• November 2 and December 2 for 2012-13 school year.
• October 2 and December 2 for 2013-14 school year.
• September 2 and December 2 for 2014-15 school year and each school year thereafter.
The intent of SB 1381 is:
• School districts, which provide kindergarten offer a year of transitional kindergarten for all age-eligible children.
• Participation of children in transitional kindergarten will be voluntary, as it is for kindergarten.
• Transitional kindergarten means the first year of a two-year kindergarten program that uses a modified kindergarten curriculum that is age and developmentally appropriate.
• Funding for children participating in transitional kindergarten will be provided through the average daily attendance of a school district pursuant to subdivision (g) of Education Code Section 46300.
