The UN Special Rapporteur on the human right to safe drinking water and sanitation, Catarina de Albuquerque, is preparing a Handbook to provide guidance on some key issues for implementing the human rights to water and sanitation.
During the past four years as Special Rapporteur, Catarina de Albuquerque has been focussing much of her work on the practical implications for realising these rights for governments, service providers, bilateral donors, multilateral agencies, regulators, civil society and others. In the course of this work, she has received numerous requests for assistance on how these rights should be mainstreamed into policies and practice. To ensure that this proposed Handbook is relevant, the Special Rapporteur has prepared this survey to encourage responses from the various stakeholders to gauge interest and to request inputs on the issues that should be addressed in the Handbook.
