Introduction

Oregon’s current Elementary Secondary Education Act (ESEA) Flexibility Waiver for No Child Left Behind will expire at the end of the 2014-2015 school year. The Oregon Department of Education (ODE) submitted a request for a three-year renewal of Oregon’s ESEA waiver on March 30, 2015.

ODE is gathering stakeholder feedback on our 2015 ESEA waiver renewal. You are invited to  provide your feedback by completing this survey.  

Please review the waiver document posted on the ODE website (Federal Flexibility Waiver page) and provide your feedback to the corresponding questions in this survey.

The following components of the waiver are posted on the ODE website:

Principle 1:  College and Career-Ready Standards and Aligned Assessments: No new waiver requirements; provide an update on support for implementation of the Common Core State Standards (CCSS) and Smarter Balanced assessment for all students.

Principle 2:   State-Developed Systems of Differentiated Recognition, Accountability, and Support

2A. Accountability System: Determine whether Oregon will “pause” our rating system and not rate schools based on this year’s Smarter Balanced data.

2D. Priority Schools
a) Provide timeline for implementation of interventions.
b) Update exit criteria for priority schools  in order  to exit that status.

2E. Focus Schools
a) Provide timeline for implementation of interventions
b) Update exit criteria for focus schools in order to exit that status

2F. Provide updated plans to ensure that districts provide interventions and supports for low-achieving students in other Title I schools.

2G. Update statewide plans to support and monitor districts’ progress for improving school and district performance.

Principle 3:  Educator Evaluation and Support System
Oregon’s 2014 waiver extension was approved by USED with one condition that needs to be resolved:  How will Oregon’s teacher and principal evaluation model ensure consistency and rigor when setting and evaluating Student Learning and Growth (SLG) goals using state assessments?
