Local Control Accountability Plan Spending Priority Rank (In English)

INTRODUCTION

A large cross-section of stakeholders have been surveyed on Local Control and Accountability Plan (LCAP) spending priorities. The ten highest priority items have been identified and are the subject of this survey. Given limited resources and the uncertainty of current enrollment, our objective is to have our stakeholder priorities in order so that spending decisions can be based on stakeholder input.

The spending priorities, in alphabetical order, are as follows:

Parent Involvement Initiative - Support Parenting Centers, Parent Involvement Specialists, and parenting education programs. Support appropriate technologies and additional training for teachers and support staff to more effectively leverage technology tools to reach and communicate with parents and students regardless of language and other common barriers.

English Language Learners - Support strategies to ensure all students who are learning English as a second language are able to read, write, listen and speak English fluently and be redesignated as Fluent English Proficient.

Counseling and Student Supports - Support additional counselors and mental health specialists to provide vulnerable students with a social emotional support network, crisis intervention, and progress monitoring, including a transition program for freshmen to provide progress monitoring, mentoring, guidance, tutoring, college planning, and social emotional learning.

College-Going Culture - Support building a college-going atmosphere to increase the percentage of students who meet UC/CSU “a-g” requirements for university eligibility by supporting student services such as after school extended hours, tutoring, academic counseling, honors-level programs (Advanced Placement and International Baccalaureate) and AVID.

Culturally Responsive (or relevant) Teaching Initiative - Support teachers and schools by providing professional development to increase teachers' ability to empower students intellectually, socially, emotionally, and politically by using cultural referents to impart knowledge, skills, and attitudes.

Teacher and Non-Teacher Salaries - Support ensuring compensation (salaries and benefits) for all employees is competitive to maintain and attract the most highly qualified staff.

Safe Schools & Attendance Initiative - Support reducing suspensions and expulsions by providing alternatives to suspension such as diversion programs, restorative practices, and other alternatives to zero tolerance practices such as programs that use proven strategies, including rewards and incentives, to improve behavior, reduce tardies, and increase attendance, such as Positive Behavior and Support (PBIS).

Structured Academic Support - Support a highly structured intervention program that provides timely interventions for struggling students before it's too late to recover. May include reduced class size or additional sections such as tutorial periods, study hall, learning centers, etc. This is part of a structured process know as Response to Intervention and Instruction (RTI2).

Academies - Support Academies and building deep partnerships with local businesses to increase workplace internships and mentoring programs.

Summer School and Extended School Days (Credit Recovery) - Support summer school and other opportunities for credit recovery, basic skills for students below grade level, and enrichment classes that will allow students to advance on their own timeline.

Common Core State Standard Implementation - Support extensive training and support for instructional staff by supporting a culture of collaboration, including on-site coaches, professional learning communities, and professional learning opportunities outside of the school day.

This team has a representative from all stakeholder groups, including those representing the subgroups identified in Education Code section 5205 (e.g. Ethnic subgroups, Socioeconomically disadvantaged pupils, English learners, Pupils with disabilities, and Foster youth).
