RCPE: GMC Ruling a Barrier to CCT – emergency information for trainees
The PMETB, now part of the GMC, has interpreted the Medical Act 1983 as meaning that all parts of postgraduate assessment necessary for a Certificate of Completion of Training (CCT) (i.e. MRCP(UK) Part I, Part II and PACES) need to be completed within approved training programmes to be recognised. Essentially this means that any trainee who sits any part of MRCP(UK) outside of a training programme – for example, during work abroad or for a voluntary agency, during maternity or sick leave between Core Medical Training (CMT) and Higher Specialty Training (HST – ST3+), or during LAS posts – may not qualify for CCT. These individuals would only be eligible for entry onto the Specialist Register via CESR, and thus may be significantly disadvantaged. Clarification of the law is being sought, but there have been reassurances from the GMC that retrospective rulings will not be made (i.e. individuals who now hold CCT will not be subject to scrutiny).
The Trainees and Members’ Committee, and indeed RCPE as a whole, is extremely concerned that a large number of trainees could be affected by this ruling, but it is vital that we have evidence to support our argument. This evidence is needed urgently to take to an emergency meeting between the GMC, Medical Royal Colleges and BMA on 17 June 2010.
We would, therefore, be extremely grateful if you would spare two minutes to complete this brief but important survey by return and before 15 June 2010 at the latest. It is completely anonymous, both to the RCPE and GMC. As only trainees will be affected by the ruling, please discard this survey if you are a CCT holder – but please inform your trainee colleagues regarding this important issue!
