Introduction

Media content is delivered to the public by multiple means - broadcasting, cablecasting, IPTV, and Internet. Consumers with disabilities are a significant and growing segment of the audiences. The ITU is committed to encouraging content providers to provide services which help those with disabilities, such as subtitles/closed captions.

In order to avoid unnecessary differences between the access systems used for different delivery system, the ITU created an 'InterSector Rapporteur Group' on Audio Visual Access systems, the IRG-AVA. The group is assembling technical standards for Access systems which will be a point of reference for those providing services on all delivery means.

The group hopes to work with IEC TC100 to ensure harmonisation of equipment specifications.

The purpose of this questionnaire is to establish priorities for access systems, and to discover who may be prepared to submit technical specifications for them

Below is a list of currently used or potential access systems for television, radio, IPTV and web services. Please take the time to indicate which of them should be in the first prioity for the IRG work on technical standards. Please also indicate if you would be willing and able to submit a technical specification for the given access system.

Replying should only take a short time, and you reply will contribute significantly to the future of access services for those with disabilities.
