Geneva Internet Conference policy silo issue survey

Do pre-defined organizational organigrams foster policy silos, making it difficult to overcome these vertical stratifications? The purpose of this survey is to study how organizations and departments deal with cross-cutting Internet policy issues such as human rights and security.
