Should emotional neglect of children be made a criminal offence?

We would like to consult with our members in England and ask you what your views are on the government's intention to make the emotional neglect of children a criminal offence. This is currently a proposal in the Serious Crime Bill which is going through parliament. The key argument for its inclusion is that it will bring clarity to the Children and Young Persons Act 1933 by making it explicit that cruelty likely to cause psychological harm to a child is an offense. We hope that your views will help us to arrive at a clear position on this but recognise that the response from others has been mixed and so that may not be the case.
