No formal leadership development program currently in place. Have a leadership development program, but there are a lack of appropriate placement opportunities after completing it. Have a leadership development program, but there is a lack of cultural support, so it is not effective. Current leadership does not agree on a uniform process for identifying and developing leaders. Existing talent pool appears to lack the potential (e.g., capacity, behaviors) for becoming effective leadership.
