2013 Summit on Your City's Families: Benchmark -- A Safe Neighborhood to Call Home

Name
City
In your opinion, what are the two or three most important elements of an effective city effort to ensure that every child has a safe neighborhood to call home? What programs, policies, or structures should every city or town should have in place if it wants to consider itself as doing a “very good job” in this area?
Do these elements or “benchmarks” change when thinking about a smaller community (e.g, with a population of less than 50,000 residents) rather than a larger city?
