Introduction

EURASHE, the European association of Higher Education Institutions represents those institutions that offer professionally oriented programmes and are engaged in applied and profession-related research within the Bologna cycles. Currently, more than 1.200 higher education institutions in 47 countries within and outside the European Higher Education Area (EHEA) are affiliated to EURASHE.
The Association is present mostly through National Associations of Higher Education Institutions and individual institutions, such as Universities of Applied Sciences, (University) Colleges and Universities with professionally oriented programmes/departments, as well as through other professional associations and stakeholder organisations active in the field of higher education
One of our goals is to forge with our partners a clear and coherent definition of Professional Higher Education. The wide variety of institutions falling under this umbrella term leads to a situation whereby qualifications offered by the same institutions can sometimes be misunderstood outside the borders of the region or country. The diversity of organizational mechanisms and the richness of cultural and legal traditions lead us to the situation in which a lack of one common terminological framework may pose threat to European integration and students’ mobility, reducing consecutively employability and chances for potential development. Being aware of those immediate problems we set two main objectives:
- to consult stakeholders to reach a consensus as to the characteristics of PHE
- to monitor the current landscape of PHE in Europe,
- to point out common characteristics and strengths which make PHE attractive for students, learners and other stakeholders,
- to identify and further specify priorities for further development of PHE within the entire higher education area.

Such an ambitious task may be realized only with full cooperation of interested institutions. Therefore we kindly ask you to participate in this exercise. It will help us to understand the multitude of perceptions of the notion “Professional Higher Education” and surrounding issues in different cultural, political and legal contexts.

The results of this exercise will help us to get a basic picture and identify the directions of further efforts in describing and analysing PHE throughout Europe. We hope that this may be done within the project HAPHEE which EURASHE submitted to the EC in the beginning of 2012. Such project would allow us to go into more details, develop the current knowledge and understanding and discuss the key characteristics and priorities with a wider audience.

All answers will be processed with many others from the whole Europe and they will allow us to construct one common vision of PHE.
