1. Introduction/Instructions

This survey is due by March 15, 2010!

It has been 17 years since plants in our region came together, and agreed on a common safety orientation for contractors and tasked the Safety Council of the LA Capital Area to deliver the training. It has been 12 years since the inception of the Association of Reciprocal Safety Council (ARSC) and our areas’ adoption of their common Basic Orientation Plus (BOP) program.

In addition to safety requirements for contractors, over the last 12-17 years, plants have added requirements for drug testing, criminal background checks, craft skills certification, and more.

Therefore the GBRIA Safety, Health and Security Committee has formed a new taskforce to re-examine plant requirements for contractors to enter facilities. With all the new requirements, many plants have observed that there are significant opportunities for streamlining and cost savings to industry.

In order for the committee to be effective, we need your input on the following survey. Thank you for your participation!

Question Title

* 13. Currently, the Association of Reciprocal Safety Councils (ARSC)(this is the organization that governs the Basic Orientation Plus (BOP) training program) requires that the BOP training is refreshed annually via a computer based training course delivered at the Safety Council. Some plants have stopped requiring the refresher for contractors who are continuously employed in industry, noting that this training is redundant to ongoing OSHA required training. Question Title

* 16. Presently the Safety Council conducts a Social Security Number Verification (SSV) on every person taking the Basic Orientation Plus (BOP) and Refresher training. Where does the legal responsibility lie to verify a contractor's identification/SSV?

Question Title

* 17. Do you think it is necessary that the Safety Council verify a person's Social Security Number in order to take training at the council?

Question Title

* 18. If we discover that the responsibility for identity verification lies with the contract employer and that both contract employers and Safety Council are conducting Social Security Verifications, this would mean that one of these activities is redundant. Would you be in favor of eliminating the SSV as a requirement for training at the Safety Council?

Question Title

* 19. If you answered yes above, would showing a driver's license or other state or federally issued i.d. be acceptable to take training at the Safety Council, in your opinion?
