Federal Transit Administration guidelines under the transportation law, Moving Ahead for Progress in the 21st Century (MAP-21), require that community transportation projects selected for funding be derived from a locally developed, coordinated public transit-human services transportation plan. The plan must be developed through a process that includes representatives of public, private, non-profit transportation and human services providers, and members of the public. Furthermore, the plan must identify the transportation needs of individuals with disabilities, older adults, and people with low incomes; provide strategies for meeting these needs; and prioritize transportation services for funding and implementation.

To help build and strengthen community transportation systems across the country, the National Center on Mobility Management is collecting information about coordinated transportation and mobility management practices. Transit agencies and community transportation providers are encouraged to complete a coordinated transportation profile. To help build the capacity of communities to implement coordinated transportation plans and mobility management practices, as appropriate, NCMM will share findings from these profiles.
