Introductory note

Just before the 2014 European Parliament elections, the European Commission (DG Justice) adopted a ‘Recommendation on enhancing the democratic and efficient conduct of the elections to the European Parliament’ (2013/142/EU). This was addressed to the Member States and the European and national political parties. The Recommendation sought to help increase transparency and to promote pan-European campaigns around candidates and their programmes.

The Commission has now launched a study to evaluate the implementation of the Recommendation 2013/142/EU on the 2014 European Parliament elections. The study is being undertaken by CSES (Centre for Strategy & Evaluation Services LLP, www.cses.co.uk). This questionnaire is designed to obtain feedback from political parties, national authorities, citizens’ organisations and others on how effectively the Commission’s recommendations were implemented and the impact on the elections.

We recognise that individuals who complete the questionnaire may not represent an institution and you therefore have the option of completing the survey as an independent expert. If you choose to do this, in Question 1 'institution' can be left empty and in Question 4 you should answer 'other' and then add 'independent expert' in the box that is provided for additional information.
